Iris Identity currently creates non-operational card records for development and policy-interface testing. No card issuer or payment processor is connected.

iris provision card AGENT_ID --sandbox --network visa

The generated record cannot authorize, capture, refund, fund, or settle payments. Responses include operational: false.
